Lamination on the reverse maybe? Hand to tell your picture is extremely blurry

If you are talking about the reverse and the area that appears raised, it would help if it were oriented properly and in focus.

Let me download another reverse photo. It looks like you can peel a piece of the coin right off

Try to get us a clearer picture of the reverse side. Clear is more important than close.
