i got this 2017s Washington quarter from money change ... not sure if its compositionn is silver?

I can't tell by that. Do you see any copper layer on the edge? If so, it is not silver.

Also, the weight of the coin will tell you whether it is copper-nickel or silver.

Silver = 6.25 grams

Just use the tissue test to see if it is silver.
