My pops passed this along to me during Christmas this year. Looking for any information on the type of strike error on this quarter. Any information would be appreciated. Thanks!

That is called an "offset strike". Wow, don't see on 25c often! When there is a loss of detail on not sides in equal amount like you have. This is sometimes referred to as an "out of collar strike", which is the definition of how it happened. The collar is the retaining portion that holds the coin in place, also has the reeding to impress on the edge. This is where the collar failed in timing to rise and coin spread out . neat error, worth $20 or more.

Your coin was struck off-center. The direction/degree of off-center corresponds from obverse to reverse. This one is nice in that some of the coin's devices are cut off. It should have a premium value above face. Nice!
