I found this 1989 penny and while I have seen thousands of plate bubbling I have never seen anything like this. These raised lines are everywhere. Help please and I apologize in advance for the ios photos.

Looks like a VLDS coin. A mint employee tried to remove a die clash.

Very deep polishing marks. I think they do this to take a lot more surface off the die face quickly. Depending on depth of clash marks, this die was ruled as one with little life left, a few thousand more hit, then the trash heap.
