1891 One Penny Distinctly Different Then The 1897 One Penny

Hello, I am trying to figure out why the 1891 and 1897 one penny have a different design. I realize the portrait changed but that can happen with out the initial design changing. The 1891 has two ships in the water, one on either side. Any thoughts or information would be appreciated. Thanks

The reverse changed along with the obverse in 1895.

The object to the left of Britannia in the first coin is a lighthouse.
