Couldn't hurt, but surely this is PMD.

Could be a transfer from some type of muck that another coin sat in as the letters read correctly and they actually apear to wrap around the rim to some degree.
Most things that get stuck to coins will desolve away with a soak in acetone while the coin will not be hurt. An acetone bath could eliminate a contaminate stuck to the coin.

PMD. Can't think of any minting process that would cause that.

I thought an imprint would be backwards lettering. Oh, and I did lightly swab with acetone before taking pics cause I figured goo as well but it's shiny. Thanks everyone for all the help. I'm still not understanding this one

Stoneman227 n Conde, by golly, throw a dog a bone next time (by using specifics). I feel like a total dingbat, I thought I was using every logical possibility I knew something was up by the damage on obverse side, but didn't think about the sherrifs on the G. Thanks so much for the help
