Looks more like PMD, there is no transfer on obverse

I think it is legit, looks like a typical indent strike, the reverse beads fade into the indent and there is rim finning on the other side. The overlapping coin was also previously struck, as the reeding is formed by the collar die.

Thanks everyone.

Seeing as it was double struck by an already-struck planchet, as SPP suggested, I assume this could technically be called a partial brockage?

Or would there have to be visible devices on the quarter from the other planchet for it to be called this?

Partial brockage of what? There are no design elements in the indent... so, no.

There are lines in the indent area, most likely from reeding on an overlapping coin struck into this one, so I would also say it is a "partial brockage". As I understand it, "indent strike" coins are struck through unstruck blanks/planchets.

A lot of indents are struck from elliptical fragments... most likely incomplete punched planchets that split apart during the strike...
