It is from Algeria and is P88. The note was printed June 15th 1942

Probably somebody that is selling the note for $2 and wrote that is is a African note.

I showed this note to a neighbor that was in the Navy in WW2 he told me at several banks & out post at that time over seas would put the exchange rate on notes. Seen a similar note on ebay for $5.00.(No Buyers)

Seeking: 100 Francs was worth $2.00 US in WW2
