Don't know about die state, looks LDS, but it is a clash that has been attempted to be polished off., but if they went much more, the depth of detail would be completely gone. Notice how shallow the IGWT and LIBERTY is and the upper portion of the bust too...Bay 2 has the Y so it's a two-sided clash.

A nice Prisoner Cent! You can't really tell what the stage of the clash is because some clashes are stronger than others to begin with.
