Almost! Notice the top 4 lines are too weak on the left side of the bell.

I'm gonna say: technically, no.

There is too much going on with the lower set of lines surrounding the crack, including PMD interruptions. There also seems to be a break in the bottom line of the upper set just to the left of the crack.

Edit: and I agree with Coin197. The entire left side of the upper lines appears pretty weak in those pics.

A very contradictory issue about FBL on Franklins . Some say only the top 4 lines needs to be uninterrupted . while others say it's only the bottom 3 lines , and I think even a few has said all 7 lines have to be fully struck .
This coin does not have FBL .
