I know this date is rare, but if the design is F-VF detail, but the date is barely showing (enough to identify it, though) does the coin grade F-VF or like..G-VG just because of the date?

pre-1925 SL Quarters can be graded as high as VF without a full date. however, a weak date has a lower market value than a full date with the same grade. 1917-1924 quarters are rarely seen in grades below VG because the date is completely gone.

That is why after such a short time period (1917 to 1924) they redesigned the date and recessed it.
Even then, 1924, high grade coins were showing up without dates.
