I just bought this and I am not sure what it is since I do not speak arabic and have no experience with islamic financial instruments.

Why did you buy it if you have no Arabic and have no experience with islamic financial instruments ?

Was it exceedingly cheap ?

The note was in lot of papers I bought and I didnt even know it was there.
I found two great items in the lot, so price wise, it was free.

I'm guessing that it isn't a financial instrument of some kind, since I'm not seeing anything that resembles a denomination. Nor do I see a date. But I'm afraid that's about my limit for reading Arabic without help.

It does seem to be official Ottoman Empire issue. And I'm guessing (again) that the word in the small grey box is the city of issue.

The small grey area is filled with tiny horizontal lines, similar to those used on promissory notes.
