Hello and

These are British one pound coins minted in nickel-brass, which were legal tender for around $1.30 until last year when they were demonetised and replaced by a new bimetallic coin.

Welcome to the forum.

The circular thing on the reverse of the 1996 coin is the torc from the Broighter hoard, a collection of Irish celtic gold treasures found in 1896.

Up until 2008 British pound coins had various reverse designs changing each year, but repeating occasionally. In 2008 they were all replaced by the shield on your other coin.
