Appears to be a Struck Through over a Partial Portion of the "D" and under the remaining other half of the "D" in United on the Reverse?

Also the Struck Through goes under the "S" in States? Any thoughts? Thanks.

How can a struck through object occur under a device? It's not like the letters can be removed from the die like it's a Gutenburg press. There must be some other explanation.
