Not sure why the discoloration on small part of the cent and the whole coin. Not sure if its an error...any thoughts?

To me, it looks like there is something physically on the coin, which prevented that spot from reacting and toning to the same color as the rest. *Not an expert, just my opinion.

I think Ty nailed it. It didn't tone the same because of some covering. Try pure acetone soak to remove.

It does look like a foreign substance on the coin.what does the front look like?

Looks to me like some kind of corrosive substance laid on that part of the coin . Something that ate away the layer of that brown cent.
