The cent on top is the one in question. The bottom cent is for comparison with my lighting.

The cent in question weighs 3.10 g. The closest Foreign Planchet is a 1953 Cuban centavo struck at the Philadelphia Mint. There are a few brass planchets used after 1957, so I think it is not a foreign planchet.

I am zeroing in on an Improper Alloy Mix per this reference:

Quote:
Improper Alloy Mix
Definition: The term "improper alloy mix" can apply to two related errors. The constituent metals of a solid-alloy coin can be well-mixed but in the wrong proportions. In the case of a copper-alloy cent with too much tin or zinc, this will result in a brassy color.

Thanks for the paint idea. Looks like it may be - or something similar. I was able to flake a little off at around the 7k area on the reverse!
Rest in Peace

If it is paint or similar an overnite soak in acetone will take it off but not improve the coin any!

Note that the rim on both sides is the "right" color from the paint wearing off when it was put back into circulation for a bit.
