The cent on top is the one in question. The bottom cent is for comparison with my lighting.
The cent in question weighs 3.10 g. The closest Foreign Planchet is a 1953 Cuban centavo struck at the Philadelphia Mint. There are a few brass planchets used after 1957, so I think it is not a foreign planchet.
I am zeroing in on an Improper Alloy Mix per this reference:
