Hello. I would like to find out if this is a lamination error and a Strike Doubling for the date.
How about the mint mark - is that a double die or just excessive force during the punching process?

Everything you see is from the copper plating becoming detached from the zinc under it. The bubbles on the surface and the area that looks like doubling around the mintmark are from this problem with the plating. It is very common especially in the 80's.
