Huge numbers of 1925 frozen date London mint sovereigns were struck to stop a problem of good quality, but less than 22 ct. and slightly underweight underweight, fake sovereigns being used as currency in the Middle East.
A large number of these found their way into the British bullion reserve, and they were replaced with new 1925 dated sovereigns.
This decision had to be made, to protect the reputation of the sovereign as a trading coin. The large numbers of 1925 genuine sovereigns made available successfully stopped the circulation of fake sovereigns.
Even in high MS condition, the 1925 dated no mint mark sovereigns can only be considered as bullion coins.
