I've had this 1994 Lincoln Penny saved for some time. Is this normal wear or what's going on here? Thanks.

Not normal wear. Someone had too much time on their hands and did that on purpose.

I think I have too much time on my hands if I'm taking pics of insignificant 94 pennies haha. Thanks I thought there was a random chance something else was going on here.

It's damaged, PMD. You can tell that because of how the copper plating was removed on the affected area.
