Obverse portrait looks like a radiate. I think I may see, on the reverse, an "R" at 9:00 and a "VN" at about 10:00, as well as a "VS" at about 4:00.

A "FORTVNAE AVGVSTI" would work, with Fortuna holding a cornucopia and reaching out at left for a rudder.

Perhaps that may help narrow it down?
