I found a 1999 that appeared to ve the wrong color and while looking at it I noticed it had no mintmark and was a Close AM Also have a 97 Close AM but have seen people say they all are so not sure about that. What I would like to know is why the color is off on the 99 and if its worth anything besides face value.

You have a normal Penny. No MM mean's minted in Philadelphia.
All cents from 1993 to date are CAMs.
Your coin looks to have been Brass plated at some point and now the copper is showing through on the Rim and the surfaces due to wear. What you need to look for is the Wide AM .Note the example below provided by coop.

The area in question (AM ERICA- or AMERICA) is too small to tell from the images. The area of the AME enlarged would help most.

Note the location of the M. If centered, it is the wide A M. Off center to the left, it is the Close AM. Hope this helps.

The 1992 D Lincoln Cent you have is completely normal as the Wide AM was used for that year. Please look at the linksI am going to provide for you and read it. http://www.Lincolncentresource.com/wideams.html https://www.google.com/search?hl=en...r&q=close+am http://www.Lincolncentcollection.co...mwideam.html
