My initial thought was EF Cleaned but when I showed it to a dealer he said its not cleaned. I would like your opinion on it.

EF40, although I like the reverse better than the obverse. There's a couple gashes in the obverse that keeps it down a bit.

The color on the obverse looks washed out or dull and I do see the debris in the crevices of IGWT. I would say yes it has been given a bath along the way.
