Just a few questions I need to ask...
1) What makes the devices on some copper coins look layered, similar to a flaky biscuit?

2) In your experience, does it make it more challenging to identify a potential DD?

3)is there a 1970s variety DDR on building?
( apologies for not using proper terminology with regard to the memorial.)
4) Coop, if you happen to read this post? Could you repost the mock-up you did with the proper labels for each area of the LM Building? Please

May I suggest you find a copy of Charles Daughtrey's "Looking Through Lincoln Cents". Chuck is the founder of http://www.coppercoins.com and the system of labeling he developed for ID recognition of DDO / DDR/RPM's. In this he gives a short synopsis of the die making process, a detailed description of the doubled die process and the 9 forms of hub doubling that is seen on coins, a section on RPMs, grading and attribution. Then there are examples of doubled dies and repunched mintmarks on 1909-2004 Lincoln cents. This and his addendum with updates helped me an awful lot in my beginning understanding and recognition of doubled events.

errorvariety.com shows the 9 classes.

Good advice. Your example may have some MD, but pics aren't sharp enough to delineate it.
