According to my old Craig catalog, the anchor symbol is indeed for the Genoa mint.

The legend is interesting. It proclaims this dude as king of Sardinia, Cyprus and Jerusalem. The dukes of Savoy have been claimants to these latter titles since the 15th century.

Is it just by coincidence there were two European coins from 1827 in that lot?

The France and Sardinia look like pretty nice coins (probably upwards of $20 each in an ebay auction based on recent sales). Always kind of hard to tell from a scan.
