Tbh the holder looks iffy to Me. However if not and it is a mistake on PCGS's part, there would still probably be someone who doesn't care and just wants the plastic and label haha.

Look at the seller's pics. The coin has about a 15 degree die rotation. While most Canadian collectors would not consider this coin to be a "diving goose" PCGS deems that any rotation of a 1967 dollar is all it takes. Why are we surprised by this? There are so many, many ways that PCGS goes against the traditions and sensibilities of Canadian collectors.
"Dipping" is not considered cleaning... -from PCGS website

Many 1967 Prooflike Dollars have a minor rotation like this PCGS Graded Example . Sure not the real deal, of the Back Door out of the Mint, in Paint cans all sent to a Prominent Ontario Coin Dealer back in the day, then distributed to favoured dealers across Canada , genuine Diving Goose. P- Poor C- Canadian G- Grading S- Service PCGS should stick to what they do best . Grading US Coins to US standards. Any thing else is really a stretch.

It's nice PL67, hard to see the if its diving or not! But by the looks of the picture they missed the Heavy Cameo also.
