This was an experiment, some PL coins from the 1960s had a lacquer placed on them, at the mint, prior to pliofilm packaging... PCGS certified it, with no issues or comments, and used the new Cameo designation.
I think the "Cameo" and "Deep Cameo" designations on Canadian specimen and PL coins adds to their appeal.
