Doesn't hurt to dip in acetone.
I dip many of my coins when I first
acquire them to remove any oil or crude.
It won't remove any of the toning but
may make the coin look cleaner.
If you do decide to dip it, show an after
picture to see if there was any difference.

Is there a good way to remove toning without harming the surface? I didn't think there was but I saw a promo video from PCGS restoration with an example that they "restored" from ugly toning to white...

I'd say probably MS-63/64 but I'd have to look at it with a loup to see if there are any marks under the toning.

Have a look at the earlobe and adjacent hair and laurel leaves.
On the reverse the lion's shoulder, the unicorns chain etc
Acetone won't do harm.
Anything that removes the toning alters the surface.
