I would not call it high grade. It is circulated.
I will wait for the experts to give you a grade.

The 4 is hard to see in the photo, but it looks normal.

This is not a high grade coin. It has been well-circulated.
The 4 is hard to see, but appears normal. I don't see anything out of the ordinary on this coin.

Coin would probably grade very fine (vf-20 or so) but does have a scratch on Lincoln's check and some dings on the rim that detract from its visual appeal. Welcome to CCF & good luck with your collecting.

Yes ,common circulated Wheat cent . Not high grade .
#4 looks ok .

I would grade this VF-30, but very common date and not worth much.

Your coin is a common one and VF-20, worth 5 cents.

High grade would be considered at least mint state (MS). PCGS has some great pictures of high grade 1946's:
