When I first seen this coin I thought it was acid toning,or the like. But the incuse eyebrow and the raised line across the reverse tempted me enough to post. Any advice is greatly appreciated!

Looks like environmental damage and dings and dents from circulation. Also kinda looks like something on the coin like glue.

John1,That's what I originally thought,But the raised line on the reverse had me puzzled. I tried very hard with a toothpick to rub it off and nothing moved.

If you want to experiment, use 100% acetone and it might clean up. Not always,I think epoxy won't come off with acetone.

That's the big problem with pics 2 dimensional. The red arrows indicate the raised line across the reverse.

My thought would be a definite damage outside of mint, looks like it was eaten away by a corrosive liquid similar to acid and that line would most likely dissolve away. Let's put some ant acid on it

It may also be possible that what ever stained the revers also etched the surface resulting in a raised ridge there.
