Is there anything special about this 20? Asking for my father in law. Face value?

Unless it has a special signatures or a low print run,the condition issues keep it from having a premium.

There are people that will pay a few bucks over value, but the $20 bill was used in that style for longer than other bills, so has a lot less value, unless is a special run. With Morgenthau's signature this was printed during WW2(1940's) so its an older bill. You don't see these anymore, Fed has "reclaimed" them to destroy them. Same as Silver Certificates! Keep them!

Very common for this district in such a low grade, but it is fun to own one of the "Lime Green Seal" examples.

Keep it. It will only appreciate. Interest from buyers is slowly increasing and , IMHO, will continue upwards for the near future.
