I think this is probably a VG coin, but I have no idea what splits VG from Fine.

I'd agree Fine. The key is whether you can see the braid's outline. For VA you need to see the individual beads of the braid and for ED the strains of hair should show.

Very nice buy (especially since that is less than melt!)
