Is this what would be considered double mint mark.

A doubled mint mark is called an RPM. I need a close up to tell. I never heard of a D over P mint mark because most coins minted at the Philly mint have no mint mark.

My guess is that's a normal mint mark for that year, i.e., for this coin they all had the mint mark on the back to the r. aside of Monticello and no mark if minted in Philadelphia. I have two 1964 Jeffersons, one with the same "d" as yours on back and one without. as noted though, I am just guessing to put my 2 cents
