That doesn't look like an RPM. I looked on coppercoins.com and I couldn't find any that matched. It looks like Post Strike Damage to me. It might of taken a well placed hit, causing the metal to get pushed over and flattened. Also, an RPM is a variety, not an error. A variety happens during the die making process.
