So, I found this quarter while going through some old collection and it stood out among the others and was incredibly shiny. I thought for sure I found a proof coin and looked on the other side and was surprised to find a D and not an S. What are your guys' thoughts?

Probably someone grabbed this one as soon as it was released, saved it and didn't handle it.
If you like it, put it in a 2X2 and save it for your collection.

So, from my understanding this coin would get a PL on the grading?

Just because it's shiny doesn't mean it would be "proof-like." Many factors go into grading besides shininess.
