It was an older post I found and not sure if anyone still following it ,but, I found a 1909o dime with a similar O/O like the previous poster. Mine also has doubling up the left side all the way to 12:00. Whatcha think? It's tough for me to get better pics than this on my Iphone.

If there's identical doubling on other parts of the coin other than the mintmark, than is not a RPM. Just Machine Doubling.

Looks like Machine Doubling to me, since the device has been reduced in size, and it's shelflike (flat) in appearance. http://www.error-ref.com/machine-doubling/
