At first I thought this was some kind of corrosion, but then I started wondering if it might be a type of lamination problem on the reverse side.

Unfortunately it just looks like glue to me. A soak in acetone should make it come off.

It does look like glue. Seems like they might have pulled it off of a display board or something of the sort when money got tight and needed to spend it.

It does look like glue or it could be tape by the way it left straight and angled lines As mentioned by Buckwill311 a soak in acetone should remove it.

It's sticky residue that got on your coin. It's Post Strike Damage.

with all of the above. Pure acetone should remove all of that.

Try using 100 percent pure Acetone. It will get rid of that sticky residue on your coin. Soak it for 4 hours.
