Got this at a flea market this weekend for 3 bucks. Great shape.. nice little note to have.

It looks to have a couple creases, one right after 'Treasury Of The'? Darn, it looks uncirculated, though.

What exactly is this and what is the value of it? I was going through my coin collection this weekend and noticed that I had one of these (but a lot more worn than this) but have never been able to figure out what it was. The only thing I know is that it was currency during WWII and that is why I have kept it. The funny thing is that I can not remember how or when I got it.
