I have not seen this type of mint mark on 1982 so far. This is one of a kind. I believe it is RPM but I need your opinion cause 1000 eyes better than 2

To me, that looks like a broken mint mark punch issue.

It might be that E-n-V but never hear or read 1982 has broken mint mark punch issue.? 1979 yes..1982?
