But I thought dark toning can always be fixed with a dip in the right solution.

It depends. Sometimes toning can "etch" into the surface so much it can't be removed without stains.

Not always. There comes a point where trying to dip it will do more harm than good and make it look even worse. Even if you sent those types into conservation they would decline to do anything with them
