"Kreis" is the German word for "circle", but in a numismatic context, it is also the German equivalent of the English words "Shire" or "County" - the term used for a local government area.
I would assume it to be a small tourist piece, sold to raise funds for the local council. Some such pieces are used as "coins" at local fairs.
