Typing "KREIS" into Numista came up with a couple a little similar. I'm on my phone so I can't make out the other words on the coin. At least this may be a starting point?

"Kreis" is the German word for "circle", but in a numismatic context, it is also the German equivalent of the English words "Shire" or "County" - the term used for a local government area.

I would assume it to be a small tourist piece, sold to raise funds for the local council. Some such pieces are used as "coins" at local fairs.

Bielhausen was a very short-lived village or township, in an administrative sense, existing only from 1971 to 1977, before being merged into the ancient town of Solms in Hessen Germany. So the first picture refers to Bielhausen, in the Kreis (district? shire?) of Wetzlar, which is a northern ex-urb of Frankfurt.

Possibly this medal commemorated the incorporation of Bielhausen in 1971.
