The "19" in the date of this dime seems to be a lot weaker than "60". Could this possibly be an error?

I agree, looks like a Grease Filled Die.
Unusual for a proof coin though.

It was Struck Through Grease (AKA Grease Filled Die). This is actually the first time I've seen this happen on a Proof coin. http://www.error-ref.com/struck-thr...-grease-oil/
