It is a plating issue. Debris gets trapped between the zinc core and copper plating.

Yep, it's technically a Mint error, but it's a very common one though. It's a plating issue that was very common in the 1980's, when they switched over to Copper plated Zinc planchets.

Zinc rot, an unfortunate condition that continues to degrade an already near-worthless denomination.

I'm not sure I would call it a mint error. It is a problem created in the fabrication of the planchet and the plating. But thed the planchets are not made by the mint nor do they do the plating.
