That is damage by a coin rolling machine. PMD (post mint damage), not a mint error.

This is Coin Wrapping Machine Damage, not an error. It's Post Strike Damage (it happened after it left the U.S. Mint).

Could be from a vending machine as well. Either way it is damage.
