1991 And 1995 Lincoln Penny Wother An Extra Hair Curl

Ok, I have noticed on every 1991 penny there is an extra hair curl on the back of the Presidents neck. Then I started checking other pennies and I found another but only on a 1995 penny. So is this an error or on purpose? Here are my photos. I look forward to hall's responses... Popejoy

They both look normal. If you're talking about the one from 1991 D, than that's a plating issue, caused by debris getting on the planchet.

If you check any other pennies the curl or loc of hair is not there Or curved inward. Check all your pennies and compare to the 1991's and you will see what I'm talking about.
