The front of neck is bubbling and the back of neck is sunk in to much didn't know if it's supposed to be like that. Almost looks like it has to much die I guess I don't know

Oh okay. I see what you mean now. This die was over polished, in order to get rid of a Die Clash. When doing so, sometimes it causes the devices to go away, since the devices gets thinner in size when they polish off the dies. http://www.error-ref.com/thinning-a...gn-elements/

Design elements are all there, your coin looks normal considering the amount of wear.
