Hi so I'm having a hard time with this one. It appears like a repunch D/D and I've tried different angles and different lighting and it seems like there is something there. What do you think

That's Post Strike Damage. The mint mark has taken a well placed hit, causing the metal to get pushed over and flattened.

It looks like the coin, in general, is in poor condition, so I certainly lean toward damage in this case.
