This coin looks great from a distance, bright and clean. Is it considered an error coin?

No, just some plating bubbles. Not really a true error.
Rest in Peace

has a serious obverse plating issue. Suspect the plating didn't adhere well to the core, was loose and had an air cavity underneath, may be the cause of not filling out details well, that or just a clogged device die...pretty nasty!

This is a plating issue. It was very common back then for this to happen. http://www.error-ref.com/blisteredplating/
