I know the US mint produces coins for other countries. This penny sticks out like a sore thumb! I am wondering if it was struck on the wrong planchet. It is hard to tell from the picture but the coins is more brass looking. I know they used brass after the war, but this is A 1940!

Looks like a wrong metal mixture problem but not on a foreign country planchet.
