Shatsi is correct. Retail vs. wholesale.
However, Numismedia is one of the more conservative retail guides. Most retail guides overstate retail values, in my humble opinion. When Numismedia errs, it tends to be on the low side.
My opinion is based on their G-4 to MS-60 price lists. I've not had time to look at their newly available (for free anyway) 61 to 70 price lists.
