I think it is a scuff mark where something apparently rubbed across it. I was waiting to see if anyone would deem it a details coin. I'm contemplating submitting it with a group of other coins. Those with Dansco albums need to make sure the coin is below the surface when you slide a clear window in. If you feel the leading edge of the window you see how sharp the cut edge is.
